I don't think they could stop people from buying raw meat for their pets. I don't know how they could enforce that. They could however, get laws passed to stop pet food companies and small businesses/farms from packaging and selling raw meat as pet food. Many people find that as a convenient way to feed raw.

The average pet owner usually looks to their vet for pet food info when they bring their pup in for its shots. If this passes, and almost all vets are on board with this, pet owners will now be told not to feed raw right out of the gate. Basically they are trying to do everything they can to discourage people from feeding raw and most certainly the big kibble producing companies are behind this.
