You bought a tenth of a litre, 100ml. If the product has 25gr active ingredient per liter (this is 25000mg) and you want 2.5gr per liter, you have to dilute it to yield a tenth of the strength you bought, so you have to increase ten times its volume. What you need is 900ml of a solvent agent, water, saline, alchohol, I do not know what you have in mind.
The above sugestion is acording to what you wrote, I do not know the product you bought etc, if there is something typed the wrong way then whatever I mentioned does not apply.
From what I see here http://www.1800petmeds.com/Frontline...prod10236.html frontline has 0.29% fipronil, I guess it is volume so per 100 ml of product it contains 0.29 ml fipronil, or 2.9 ml per liter. Assuming that 1ml=1gr, it has 2.9gr per liter, so if you want to be closer to this value adding 800ml of solvent will result to 2.75gr per liter, adding 700ml will result to 3.0 gr per liter.
