The neck is the strongest and hardest part of a dog next to its jaws so I don't see why it could hurt one with weights. There's a reason most pits are sitting on the chain everyday.
I agree. if a dog can run full speed and hit the end of it's chain all day, that has to be 10 times more strenuous than a 5 pound weight. 40 pounds x full sprint x chain and collar bring you to dead stop.
